The Homeless Prevention & Rapid Re-housing Program (HPRP) is
a new initiative available through the American Recovery and Reinvestment
Act of 2009. The program provides temporary financial assistance and
housing relocation and stabilization services to individuals and families
who are homeless or would be homeless if not for this assistance.
The
two target populations are:
Prevention
- Those with an income at or below 40% AMIwho are at risk of
becoming homeless and are in need of short term leasing and/or
utility assistance to prevent this from occurring.
Rapid
Re-housing - Those with an income at or below 30% AMI
who are residing in shelters or on the street and need longer term
assistance in order to obtain and sustain housing.
HPRP
resources are targeted and prioritized to serve households that are
most in need and are most likely to achieve stable housing, whether
subsidized or unsubsidized. Assistance is not intended for long term
support but rather focused on housing stabilization, linking program
participants to community resources and mainstream benefits, and
helping them develop a plan for preventing future housing
instability.
